ULX/ULib not complying with Users.txt

I've gone completely back and forth  :-\ all night trying to get ULX to recognize me as a superadmin.  I cannot access anything within the menu besides MOTD and only rcon seems to work.  Am I doing something wrong?


I added the following lines to users.txt:

   }

}


I have recieved my proper steamid from console and everything.  Except it reads out as steam_0:0 instead of steam_0:1 as it shows in example with users.txt.  I'm baffled why this wouldn't work because everyone else iIve spoken to have said they haven't had any of these problems at all..

I also have everything installed properly. Client and Server, everything to it's latest version 3.20.

Did you have to capitalize 'STEAM' in your steam id?
