Are the place holder files for groups and users.txt even required for our ULib releases?
Only 1% of people realize that they are not to be edited, even though we post at the top "do not edit, use blah instead"
I think that removing them from releases/svn is a good idea. Perhaps change 'format.txt' into a readme might actually help those that go looking there. Put at the top "Looking for groups.txt? Look in your gmod/data/ULib!"
Those that do read might still ask, but we'd get less posts of blank groups.txt files.
