All, please keep this under your hat. Hopefully Garry didn't do this on purpose.
If he did, he needs to disable setinfo name, because it still changes name.
Server events no longer announce/record name changes.
That means if I join a server, change my name using setinfo, anyone trying to perform any command on me using my new name can't.
ULX detects and autofills it, but still returns target not found. See tests below.
This has been confirmed on 2 servers, and someone complained of it on facepunch, though i'm pretty sure they don't know why (name change)

I'm pretty sure this is something Garry might have to fix.
