Weapons Are Disabled

right, I got my server setup a while ago, but all weapons are disabled to Players, anyone know a way to enable them for the Players? Moderators also don't have weapons, just Admin and Super Admin.

Sounds like you have an addon besides ULX blocking loadout. ULX doesn't have any plugins that would cause that by default.
URestrict could. And several code bits from our FAQ here could too.
Are you using any of those?
Are you using Sandbox gamemode?
