Yup! I think that's why some people don't like XGUI's current command menu, I haven't really spent the time to refine it and make it as quickly accessible and efficient as possible.
However, in the case of spammers taking down the server, it's vital that people who refuse to use console can still be able to ban quickly, and that's why a while back I added chat commands for accessing the XGUI new ban window, with the added bonus of freezing the player in question! A simple "!fban sti" in chat will freeze the player in question (me, in this case), show a GUI with the name/SteamID of me, then have a dropdown box for quickly selecting a predefined reason, an option to set the time in hours/minutes/days/years, followed by a simple click to execute the ban.
Simple, quick, and relatively painless

And if worse comes to worse, XGUI allows you to go back and edit ban reasons/names/etc. after the ban has been placed, so you also have the option of ban first, explain reasoning later!
(Man, I love going off on cool features of XGUI-- Even if you guys already know about it, it makes me feel better!

)
Admittedly, In FPtje's defense, XGUI could probably use a good help system to explain some of the features, but not a direct output of showing how to use the console commands themselves (as that's only useful for people who actually USE the console). I also gotta start compiling a list of XGUI features to prepare some sort of release post one of these days.. A help/hint system would help inform users of nifty little things here and there.
Whoo! Long post! I should get back to work

EDIT: One last thing: (which is actually somewhat more related to what JamminR said than the rest of my spewings lol)
Let's face it, the smart people use ULX because there is no match for it in features and speed in dealing with the console.. But for the rest of the 90% of Gmod users who want everything done via GUI, or find it cumbersome to access their server via RCON or whatever, well.. that's their own problem

I'll agree that one of the main things I like about GUI (which is the main purpose of XGUI) is to manage and configure settings. Giving users a visual representation of a set of configurations I think makes them feel much more comfortable about what their admin mod can do for them-- we've heard people in the past say that ULX was too "bloated" or "complex" or whatever.. I just hope XGUI can help ease the burden there
