Does ULX Only Support Sandbox?

I used ULX last February on my TTT server just fine. Now, though, it says that the admin menu can only be used in Sandbox. This is on the terrortown gamemode that it fails to open.

Is this true? If not, how do I change it?

What version of ULX is this? Release or SVN?

The admin menu contains settings specific only to sandbox, it wouldn't do you any good to use it in TTT even if you could.
