ULX not working for gmod 13

Hello, We are the SVN version of ulx revision 38 on gmod 13 and we still cant get it to work. I was wondering if this was a common thing or if anyone else is having this problem. I appreciate any help I can get for this. Thank you.

change the info.txt to addon.txt
