Can Target

How do i use Can Target line in group settings. i want my group only to target 3 other groups nothing else. how do i do that?

Not sure who/why this was locked, perhaps because, with a tiny bit of searching using the "search' field (less than 3 minutes), the poster would have found the answer to his question.
