Why do people always blame ULX?

Why is it that as soon as a server gets hacked, and some ones rank gets set to a higher rank then it should be, people instantly blame ULX...

3. Friend: Access to console
4. Friend: joining with lots of steam ID's
5. Friend: SO I shutdown the server.
6. Friend: I got banned.
7. Friend: And now im trying to fix stuff.
8. Friend: Also she was called lucy and able to phys gun players and kill them
9. Friend: ulx breach?
10. Me: First put this in your server cfg
11. Me: rcon 0; rcon_password "_"; sv_rcon_maxfailures 2; sv_rcon_minfailures 1; sv_rcon_banpenalty 10080;
12. Me: Make sure to actually put an rcon password and put all that in your command line.
13. Friend: g2g
14. Friend: until tomorrow
15. Me: That disables rcon
16. Friend: so talk then...

Because just as much as ULX makes it easy for a server superadmin to run server commands, ULX makes it just as easy for anyone with an exploit to run commands (through exploited player or console)
