ULX wont install...

 :'( i have a server useing STEAMCMD but whenever i give it the path to my server folder an click install it downloads but when i goto run my server an try to use a command in console(server console) 'ulx help'
says unknown command?

Your directory structure should have garrysmod/addons/ulx/ulx_readme.txt and garrysmod/addons/ulib/ULib_readme.txt. Please verify this is the case.
