When i type !motd in chat blank window shows up with "http://blog.counter-strike.net/motd/motd.php"
pls help

And variables example ulx slay "@all" or something is this a thing?

To target all players, type <command> *

E.g "ulx slay *"

Regarding the motd, chances are your motd is set to go to that page. In the ULX settings there is a place to set the motd url.
