I created a group called 'Respected Community Member' and added the four people from the first post.
I also restructured the current groups a bit:

I removed: donor, donor(admin), and UHQ Admin ranks.

I recolored Global Moderator to Orange so that the new Respected rank could be blue.

I also increased our (Team Member) rank pips from 4 to 5 green pips.

Thanks, MrPresident! ;D

Few questions about maintaining this for the future:
 - Did we notify/message these users at all about their promotion? They might be a little confused why they're suddenly blue. :P
 - Should we make a news post announcing why they were promoted? First to introduce our respected community members program, and showcase the new additions.
 - Should we do a monthly/bi-monthly promotion? If we do this regularly, perhaps some members may be motivated to be active/helpful for the month so they can get their promotion. (Limiting to, say, 3 users per month probably would prevent too much growth, and may prevent issues with fairness/picking candidates?)
 - Should we actively demote users after 6-12 months or so if they haven't been active? Perhaps it could be considered a "Congratulations! You are great. Here's 12 months of this status". I may be leaning towards keeping it permanent though.
 - Before we promote any users, I think we should all vote. Not anything real official, but more of a "does anyone have any objections" type thing. Definitely go through the user's recent posts and see what you think.

Some more potential candidates:
Decicus: Has been very helpful and kind, and has been around for a few years. He hasn't posted too much lately, but he still seems to be checking in on the forums every once in a while.
/index.php?action=profile;u=5626

LuaTenshi: Also not very active of late. I recall him making a few good releases, and he was also the one that made the PR request for custom string targeting pieces. I believe he/she at one point asked to join the team, but that didn't seem to go anywhere.
/index.php?action=profile;u=3405

Bite That Apple: A bit snarky at times iirc, but made some good releases in the past. He seems to be moving away from gmod altogether, but still pops in every once in a while. Putting the name here for your consideration.
/index.php?action=profile;u=2761

Aaron113: An all-around good guy who made URS, a pretty popular addon, and is generally helpful around the forums. Hasn't been really active in the past year or so, though. He seems to be back and forth on interest in gmod and continuing his work. I'll have to chat him up sometime soon and see what he's up to.
/index.php?action=profile;u=2343

Caustic Soda-Senpai: He seems to be active in spurts, and I'll let you guys decide whether he's helpful or not. :P
/index.php?action=profile;u=9848

Zmaster: He's up there in terms of number of posts, and it seems like he's helpful and has a few releases. I honestly can't remember anything that stands out though. Putting his name here so I can remember and look it up later. :P

My opinions to Stickly's questions (bolded).
 - Q: Should we make a news post announcing why they were promoted? First to introduce our respected community members program, and showcase the new additions.

I suggest one news announcement - The primary post should contain the general program and list of member names, further posts after that will notify when we've updated the membership and add (or remove) from the list in first post.

 - Q: Should we do a monthly/bi-monthly promotion? If we do this regularly, perhaps some members may be motivated to be active/helpful for the month so they can get their promotion. (Limiting to, say, 3 users per month probably would prevent too much growth, and may prevent issues with fairness/picking candidates?)

Even monthly might be too often. We'd love to have this pick up more regular community visitors and participation, but, I just don't expect that would happen. If we had time to also run UHQ based Gmod servers, perhaps, but as it stands now, I don't see it. I say for now, we just post here (or that other site I've now forgotten I should be checking for communications) and say "Hey, I like ..., what do you think?"

- Q: Should we actively demote users after 6-12 months or so if they haven't been active? Perhaps it could be considered a "Congratulations! You are great. Here's 12 months of this status". I may be leaning towards keeping it permanent though.

Permanent, unless we decide otherwise. We have some great community members who visit in bursts, then leave for a while, then come back.
Aaron113 is one of those.

Q: Some more potential candidates:
Decicus:

Absolutely

LuaTenshi:

They did ask. Megiddo asked for code input on a particular challenge I think as way of testing - I've no idea if they submitted any.
I agree with promoting them to the "Respected rank" though. Not sure about team status (I'd say no for now)

Bite That Apple:

No. Not only are they snarky (worse than me! (But I could forgive)), they plagiarized some code.
Once we got past that, I just don't get a good feeling about calling them "Respected" regarding some other recent conversations/questions I see from them.

Aaron113:

Absolutely.

Caustic Soda-Senpai:

Overall, I like the idea of adding them, perhaps if not now, a look-to for the future.

Zmaster:

Look-to for future.

Is it bad that I want the blue for us over the green?

I defer to my wife on all color choices. ;)

I never heard back from LuaTenshi, so I take it he/she (I forget) was not really interested.

Other than that, I agree with JamminR on all points, except the news item. Don't see why we need to announce it when everyone can see who's respected already. :)

And I just saw LuaTenshi's *cry* post. Oh, the angst. Reminds me of some of the early days with Karma.

Yeah, in my mind that should disqualify him from getting it (at least for now).

Crying about it shows a bit of immaturity which isn't what we're trying to promote with it in the first place.

I had a feeling this would happen though.

I am going to write up a post about the rank addition in general. Not to announce who has earned it, but to just let people know what it is and what the process is so there is no confusion or discontent.

LuaTenshi has actually posted 2 "cry" posts. His last 2 posts on the forums, he's had that

"I cry every time I see I am not a respected member of this community"

Wow...

MrP, while you were posting your post and writing the news, I wrote him that ulyssesmod.net email to let him know he's now totally out of the running for any Ulysses team or group.

I wrote him a PM last night too telling him to not post things like that and that his name WAS being considered, but yeah, after today I don't think he should be anymore.
